A hair transplant in Turkey is priced either per graft or as a flat package. Istanbul Care publishes flat all-inclusive pricing, so the figure quoted before you travel is the figure you pay:

Graft count is the largest single factor — a limited hairline and a full crown are not the same operation, and the number is set at assessment rather than from photographs.
Technique comes next. Direct implantation and unshaven approaches are more labour-intensive per graft than standard FUE, and they price accordingly.
Surgeon involvement is the factor least visible in a price list and most visible in the twelve-month result. In some clinics the surgeon opens every recipient channel; in others they supervise while technicians execute.
Session count matters for very large cases, which are safer split across two sittings.
The gap is structural rather than a difference in what happens in the operating room. Operating costs are lower, the local market is competitive, and clinic volume is high enough that experienced teams stay busy.
What the gap does not mean is that any Turkish price is equally safe. Very low figures usually indicate high patient throughput, and high throughput is where the channel-opening stage tends to get delegated. The useful question is not whether a price is low but what sits behind it — who performs each stage, what the package includes in writing, and whether twelve-month results with graft counts exist.
